This command sets the percentage by which the Enforcer can blink forwards — the percentage should be input as a decimal (e.g., 0.5 = 50%, 0.55 = 55%). It impacts the Enforcer you are currently riding or the Enforcer you are targeting (i.e., the Enforcer your crosshair is over).
